If you've only gotten the notice you missed it then somebody is messing with your mail. They sent out a notification about the census 3 weeks before you should have gotten the census itself.
2 letters stole could be cause for concern.

It is only required to fill out how many people live there that is all. Everything else is extra frills the government doesn't need to know for anything.
also, I find it scary they ask what kind of spic you are. Theeeeee only reason they care is because they want to know where all the different ones live in case of a disease outbreak or war with one of the countries (so they know where to round up all the Venezuelans)
